Unions submit complaints to ILO High Level Mission

The ILO High Level Mission conducted an investigation into the government’s enforcement of Convention 87 on the freedom of self-organization and Convention 98 on the right to collective bargaining amidst allegation by workers groups of employer interference and state indifference if not collusion.

Even as the ILO High Level Mission conducts its investigation on the government’s implementation and enforcement of Convention 87 on the right to selforganization, in an export processing zone in the second biggest metropolis of the Philippines, a union is fighting for its life.

If not for management interference in the freedom of self-organization and government indifference to workers rights, the Alta Mode Workers Union (AMWU) could have the first union inside the Mactan Economic Zone (MEZ) in Metro Cebu to be certified as a bargaining agent for the workers.

Instead AMWU members barged in to the MEZ compound two days ago and started a campout at the gates of the Alta Mode factory as a form of protest and to guard against any attempt at runaway shop. Alta Mode is a garments export firm that subcontracts for Adidas and A&F among other famous brands and is owned by Mr. Alexander U. Tan, a Filipino national.

A Continuing Saga of Contractualization and Violations of Conventions 87 and 98

Another round of retrenchment in the offing

On September 9, 2009, Philippine Airlines President & Chief Operating Officer, Jaime J. Bautista, in a memorandum, informed the Philippine Airlines Employees Association (PALEA) of the management’s plan to outsource/spin-off some operational units. The memorandum is but a formalization of the company’s earlier verbal notices to the Union.

Citing heavy losses and to prevent further bleeding, PAL is planning to outsource/spin-off the Catering, Passenger Handling, Ramp Handling and Cargo Handling operations beginning November 15, 2009. The management is also studying the possibility of doing the same to other functions such as the Information Technology, Revenue Accounting, Reservations and Call Centers, Medical and other Human Resources Operations.
