Bakit matagumpay ang ating Lakbayan?
Bakit sulit ang ating sakripisyo?

Wala pa man ang aktwal na mobilisasyon ngayong mismong Mayo Uno ay masasabi na nating matagumpay ang ating pagkilos ngayong Araw ng Manggagawa. Ang ating Lakbayan na nagsimula kahapon at kinatangian ng dialogue sa HUDCC para sa kahilingan ng mga maralita at sa DOLE para sa kahilingan ng mga manggagawa ang hamak na mas importante kaysa sa mobilisasyon ngayong Mayo Uno.

Hindi natin minamaliit ang mobilisasyon ng Mayo Uno laluna’t ito ang selebrasyon ng pandaigdigang Araw ng Manggagawa. Subalit sa realidad ang rali ngayong araw ay isang tradisyunal na aktibidad na wala masyadong koneksyon sa aktwal na sumusulong na pakikibaka ng masang manggagawa at maralita. Sa kasamaang-palad, ang mobilisasyon ngayong Mayo Uno ay isang red-letter day activity lang na mas malamang magiging paligsahan ng iba’t ibang mga grupo para sa projection ng sari-sariling samahan at kani-kaniyang panawagan. Hindi sana ganito pero ito ang nangyayari. Isang oportunidad na lang ang rali ng Mayo Uno para magpoproganda ang iba’t ibang labor groups sa halip na isulong ang totohanang laban para sa maiinit na isyu ng uri.

Kaya naman mas nakakasa ang ating Lakbayan hindi pa sa propaganda kundi sa pakikipaglaban. Mahalaga ang propaganda at kahit sa laban importante ito. Pero kung puro propaganda lang ang pagkilos, nawawalan ito ng saysay.

Economy mismatch not job mismatch is the cause of unemployment

The oft-repeated line by government and business that job mismatch is the cause of unemployment is a deliberate myth. The truth is that economy mismatch—the failed development model of globalization imposed upon the Philippine economy—is at the root of job losses and joblessness in the country.

Since the start of trade liberalization in the 1980’s and the acceleration of deregulation and privatization in the 1990’s, factories and enterprises have closed shop by an average of 2,000 a year and hundreds of thousands of workers have loss their jobs annually. Furthermore, the positive GNP rates—due principally to OFW remittances—is jobless growth.

The only reason unemployment figures have remained low is through the manipulation of data and promotion of OFW deployment. Meanwhile underemployment has ballooned as former workers and farmers shift to the informal economy of insecure jobs, low pay, no benefits and grave working conditions.

Little brown brother and sister

Like a true little brown brother, Press Secretary Cerge Remonde was giddy with joy at the fact that US President Barack Obama called up Mrs. Gloria Macapagal-Arroyo. Since Remonde is simply her alter ego, we can surmise that GMA is no less thrilled and no less a little brown sister.

That US President Obama will on his own initiative call up GMA to push for the controversial Visiting Forces Agreement is no surprise. The VFA is utterly in the imperial interest of America and it is to be expected that Obama will ensure its continuation. Showing their slavish mentality, Malacanang officials are happy that their master called up to make certain its imperial bidding is done.

The VFA must be abrogated at the soonest possible time. It is not just a violation of the constitution but an affront to our sovereignty. It serves the American imperial agenda but infringes on Philippine national interests. The VFA is to blame for the fact that convicted rapist Daniel Smith remains a fugitive from Philippine justice. ###

End Trade Union Repression in Guadeloupe!

The Partido ng Manggagawa (Labor-Party Philippines) is petitioning the French government to end its brutal repression of the workers’ strike in the island of Guadeloupe.

We firmly uphold that a strike is a just and rightful act of pursuing legitimate demands by the working class.  And we were informed that in this particular case, the strike is mainly about the demand for an increase in minimum wage – which is a very legitimate demand by workers around the world in the face of the raging global economic crisis.  Hence, suppressing the workers’ right to strike is a major violation of core labor standards guaranteed by international laws and conventions.

We are therefore saddened by the reports that instead of meeting some demands of our fellow workers in Guadeloupe, the French government sent in the police force and a battalion of troops to quell the strike, arresting several trade union leaders and injuring many strikers in the process.

Scrap the VFA now!

The secret VFA document exposed by Sen. Joker Arroyo is the latest in a string of arguments to hang the iniquitous agreement. The secret document is an insult that adds to the injury of Daniel Smith’s contempt of our justice system.

The VFA must be scrapped now. It was ratified by the Senate in 1999 and 10 years of an unequal treaty is much too long already. This secret document is slap in the face of the Philippine Senate and Filipino people since it was hidden from public knowledge. The Senate cannot waste anyway abrogating the VFA.

From the very start the VFA was one-sided. While it was approved by the Philippine Senate, the US Senate did not ratify it. Thus even its status as a bilateral treaty is questionable.

Now this secret document shows as clear as day that the VFA violates diplomatic principles of reciprocity and mutuality. An American GI who has committed a crime, like Daniel Smith, can enjoy the comforts of their embassy but a Filipino soldier can only be incarcerated in a US jail as provided for by this secret paper.

GMA's employment program promotes cheap contractual labor

What could have been a good start to alleviate mass layoffs instead became a bad precedent when the government's employment program promoted the exploitation of cheap contractual labor.

Truly it is imperative to give jobs to the thousands who will be laid off and the millions who were unemployed even before the crisis struck. Since the private sector apparently is not interested in hiring them, then it is the responsibility of the government to establish an employment program.

The government is however joining hands with the capitalists to exploit the economic crisis to institutionalize cheap labor and contractual work, and thereby tear to shreds the already tattered protection for workers.

The NARS program illustrates this clearly. An P8,000 monthly salary for nurses mean paying professionals a minimum wage, if not less. And deploying them for two six-month tours of duty instead of a straight one year contract is a deliberate maneuver to avoid making them regular employees. The Gloria Arroyo is no different from Henry Sy of SM, or even worse since she is promoting contractualization among professionals.
